Call on the Government to Implement a €5 Million Public Awareness Campaign in Advance of Auto-Enrolment Rollout

10 Years On: Lessons to be Gleaned from Health Insurance Lifetime Community Rating Introduction in 2015 for New All-Ireland Pension Initiative in 2025
The Irish Government should allocate a budget of €5 million to support a comprehensive public awareness campaign in preparation for the largest pension initiative ever rolled out in Ireland. This is the contention of pension experts at Quest Retirement Solutions as Ireland’s pension auto-enrolment scheme, due to come into effect in early 2025, will see approximately 750,000 workers automatically enrolled in a pension scheme, marking a significant milestone in Ireland's retirement planning landscape.
The pension experts are calling on the Government to learn from the rollout and implementation of the Lifetime Community Rating (LCR) in the health insurance market introduced in Ireland a decade ago. The LCR was implemented with significant public awareness efforts, resulting in a successful increase in health insurance sign-ups.
Now Quest Retirement Solutions are highlighting the parallels between the two schemes to emphasize that the extensive public awareness campaign for LCR, which started 12 months before the deadline, played a crucial role in its success. The LCR campaign had a budget of €3 million and resulted in 75,000 individuals signing up for health insurance.
The pension specialists contend that a similar, if not greater, effort is needed for the auto-enrolment initiative, given that it will impact ten times more people.
Explaining their position, Paul Murray, Director of Quest Retirement Solutions,
“Both the Lifetime Community Rating for health insurance and the new auto-enrolment scheme for pensions in Ireland are strategic initiatives aimed at promoting early and sustained participation to ensure long-term financial security. By encouraging individuals to engage with these systems early, both initiatives seek to create more stable and sustainable frameworks for health and retirement planning. The success of these programs relies heavily on public awareness, administrative efficiency, and the perceived value of early participation”.
“The public awareness campaign to support LCR was initiated 12 months before the deadline. With less than a year to go before the planned auto-enrolment start date, no such campaign has been undertaken. This initiative will impact ten times more people at 750,000 employees, instead of the 75,000 who signed up for health insurance as a result of the LCR awareness campaign."
"We are calling on the Department of Social Protection to apply the same rigor and financial commitment to creating State-wide awareness around auto-enrolment. The budget for the LCR campaign was estimated to be €3 million, so it’s estimated that a budget of at least €5 million is needed now."
“With immediate effect, the Government should be looking to invest in robust public education initiatives to ensure that employees understand the benefits of auto-enrolment, how it works, and why it is important for their financial future. Clear communication about the scheme's advantages, such as employer contributions and tax benefits, will mean the difference between success and failure”.

Paul Muurray concluded by saying,
"By learning from the introduction of the Lifetime Community Rating, the Government can better design and implement the auto-enrolment pension scheme to ensure its success. Key strategies include robust public education, clear communication, appropriate incentives, phased implementation, administrative efficiency, and continuous monitoring. These measures can help maximize participation, ensure affordability, and ultimately secure better retirement outcomes for the workforce."
